If these answers are unclear, your program likely needs sequencing, not additional tooling.

Budget still matters, but later than most teams think

Budget becomes a real scaling constraint after you can repeatedly:

  • maintain quality under higher volume
  • govern exceptions without excessive overhead
  • transfer implementation patterns across teams

Until then, the primary constraint is execution design.
